I want to use arduino as a RTU (Remote Telemetry Unit) by using a GSM Modem with Arduino
and another GSM modem with the Lap Top. To enable to send or receive any data from the
RTU to the Lap top interface and vice versa.
Is it possible ?

You will have to add input conditioning on your digital inputs
For controls you will have to get a Relay shield or an interface similar to Crossroads offering see image.
Do you need a display?
Do you need a keypad?
Do you need data logging?
Do you need a RTC?
Will you need to have analog outputs 0-5V, 4-20ma?
