Using Arduino to control LEDs with RS485 signals. How?

Hi,

I want to know how will I control my LEDs using Arduino with a RS485 signal. Please see attached pics. Im very new to programming and my project is to use this schematic with an Arduino.

I cannot find the Arduino in that schematics. The first picture doesn't have enough resolution to read the content.
