We have Ecs-32-17-1 Crystal. And We want to produce 3.2Mhz clock signal. Can I do this by using Arduino ?

I looked at the spec and it is 3.28 Mhz not 3.20 Mega hertz.
Yes, you can make it work without an Arduino or it can be put near an Arduino using a textbook circuit that the Arduino does not have. It can be made to oscillate using a loop circuit, amplification and feedback. The Arduino is not needed and it will only get in the way of the clocking circuit signals.
