Using USBasp -> ISP with Ubuntu Arduino IDE

Hello, I'm new here. I am looking to do some programming with the Arduino IDE and 'upload' to the board using an USBasp I bought on eBay. (I didn't want to use the on chip bootloader and USB cable.) I went to the USBasp website, and this one is different. Mine looks like https://create.arduino.cc/projecthub/billy-cheung/3-3v-usbasp-modification-c20557 so that page answered my question about the voltage. I see people getting sidetracked using Windows, anyway I didn't want to use uSoft since I also have Ubuntu - on their forum it says don't do APT-GET but instead to download the TAR file and install it manually as the installer is never updated.

I wanted to hear from others who are using USBasp and Ubuntu. I read here about the permission snafu https://andreasrohner.at/posts/Electronics/How-to-fix-device-permissions-for-the-USBasp-programmer/ so looking for any other things like that I might run into.

In general when programming the AT328 from the ISP connector is it usual that the target is powered by the ISP connector or is it preferred to power the target by whatever usual connection would power it once programming is done and the target is put into use? I realize one would need to remove the power from the ISP connector in order to do that, so I wondered? I can think of situations where the power coming from the ISP device would not be sufficient to power the target with all of it's peripherals, and it might not be possible to disconnect all of them.
