I would like to know how is it possible to create a UV-C lifetime counter in order to monitor lamps service life operating time and be able to count it in order for me to replace it when time comes.
Why not just explain what a "UV-C lifetime counter" is and how they are created. rather than demanding people who may want to help go searching the internet for the answers?

Yes you could build something more elaborate using an Arduino , but based on scope you just gave it doesn’t sound like you need to.
+1 for the hour meter. An AC powered unit would simply be coonected in parallel with the lamp power supply.
