Would a vacuum pump with enough power to reduce the air pressure down to 0.5 bar (-50%) also be capable to increase air pressure up to 1.5 bar (+50%)?

IF it is a piston pump, then it might be possible. Are you able to make the plumbing connections?

Be sure to mount the motor to some type of heat sink if you intend to run it for very long.
