Does anybody know of a specific Arduino vacuum/pump that can both blow and suck in air? Kind of like an air pump that also sucks in air...as an Arduino component.
A vacuum pump has very little to do with the Arduino, unless it has inbuild sensors.
Arduino could measure pressure with a pressure sensor. And control just about any pump with the right switching hardware (relay).

Aquarium pumps can be had with both inlet and outlet connections, low pressure and low flow though, diaphram pump.
What are youwanting to pump and how fast and at what pressure ?
Vane or scroll pumps are fairly goos at both suck and blow for gases depending on the pressure differential.
Bear in mind that if sucking , you are limited by 15 psi atmospheric pressure and efficiency will drop quickly the lower the pressure becomes, depends on volume and type of pump.

Sounds like you need a tyre inflator pump , normally piston type.
They are not normally designed for suction though, you may be able to mechanicaly modify it though.
as said suction would be limited to atmospheric pressure of 15 psi.
Such pumps can be had at a price but a 12v inflator pump will be your cheapest option.
If it is for inflating a tyre to a pressure the normal way is to pump it up. Then a release valve is operated electrically to allow air to escape.
Unless you need to suck below atmospheric of course.
