Velcro Tape on Perfboard

Anybody know if Velcro tape on perfboard will cause a short circuit?

Perhaps you should also ask about the static electricity generated when you separate the Velcro strips.

Good point!! For this application, it'll be a one and done to secure a usb battery to pcb. And only ever removed if parts are to be decommissioned.

Velcro is made of nylon or polyester, both insulators at all frequencies, nylon is rather lossy at microwave frequencies, but definitely not a conductor!

Static generation on pulling off velcro will likely be minimal if both halves are the same composition, but
I suppose there might be issues occasionally.

Removing adhesive tape and films can generate large amounts of static electricity, I'd be much more
worried about cling-film, gaffer-tape and such like.

A couple of holes in the PCB and cable ties.
Or double sided tape.

Or just silicone the base of it to the perf board.
