Vin pin as out put ?

powering the Arduino using a 9v 0.6 Amp transformer supply into the power in plug

Is it OK to use the Vin pin to supply 9v to a 9v to 6v Buck Converter Step Down Module

I'm assuming there is no direct 9v pass through pin (power in to pin out)

Yes you can. There is a diode drop between the barrel jack and the Vin pin, diode is rated for 1A.
