Hello, i bought a dc-dc buck converter that is supposed to do 5v to 3.3v but after measuring it with a multimeter it outputs about 4.38v, it is hard set so i cant change it. my question is can i pluf the esp32-wroom-32d to the 4.38v or will it fry it ?
Smart approach testing first. I suspect it would become a fried critter. You need to place an additional load on the 3V3 maybe a LED or something. Try another converter if you have one. The specification should give you the minimum load.
Put some kinda load on it first. Secondly see if there is an adjustment. Some switching regulators need a load to regulate into.

In addition to the previous comments, I would suggest taking a close look at both device data sheets to determine min/max volt. ratings and any conditions. If the converter is advertised as " 5v to 3.3v" I would return it.
