Depends on the voltage difference across the opamp.
If you charge a single 1.5volt battery with +30volt on the opamp, then 28.5*4= 114watt is dissipated in the IC.
Almost twice the SafeOperating power that the opamp can handle.
Things get ofcourse easier if battery voltage approaches supply voltage.
