We only have the old method of notification and that the siren. The problem arises because maybe someone will hear the siren. And all it takes slow, so we call each other on the phone.

I would be very cautious about using an Arduino and "amateur" code for a life-saving application. What happens if people rely on it and then it does not work?

It is probably not wise to build a communication system that can collapse with a single point of failure (including a single mobile phone to send notifications). The advantage of a siren is that several people will hear it even if not everyone.

I would imagine this is a common problem faced by thousands of fire stations throughout the world. I've seen sirens on a few but I've rarely heard them. So there must be common solutions out there.

I would ask each of your firefighters to set the notification sound for text messages to a really loud one. Then you don't need to call them after sending the message.
