Your question has nothing to do with Arduino. If yoh need a GSM (legal) module for an Arduino, a GSM shield is available... just Google "GSM Arduino shield"

Why would you want a "gsm network"?

You can create your own network, legally, with XBee or NRF24L01 radio modules instead.
