Can a 12 volt 0.8a power source run nema17 (rating 1.8a) efficiently? Rated torque 4.2 kg/cm. I require only 0.5 kg/cm

No, not at the stepper max current.
It can if you current-limit the driver to 0.8A. However, you'll have to check the stepper's datasheet (I'm guessing you don't have one?) to see what the torque is at that current.
My guess is that it'll probably be fine since torque is roughly proportional to current.
You're not powering the motor, you're powering the driver.
12volt current requirement depend on the voltage/current rating of the motor.
The driver acts as a buck converter, so supply current is less than motor current.
