WANTED: programmer for hire

Hello all,
I'm in need of a Arduino programmer/developer for a small project. The basic idea is to monitor an input, every 60 seconds there is a 12v dc pulse, the polarity will switch with each pulse. If no pulse send sms message via mobile phone attached via serial cable.

I sure I am capable of helping. I've programmed 6 robot using avrs with and without the arduino language. It sounds like you need an interrupt service routine Do you have any more details about the project
