I am a beginner for Arduino, however an Idea to make a domestic Water Tank level indicator and Pump controller project proposal, if i give all details and my requirement, who will be able to complete my project perfectly?

You have to use arduino and water level sensor like this:Water Level Sensor Depth of Detection Water Sensor for Arduino
For the indication part, you may get some idea from here: Water Level Indicator using Arduino - The Engineering Projects
To switch on/off your water pump automatically, you have to choose a relay board according to your motor's current rating.

I recently tested VL53L1x as a water level sensor - worked OK

Your project is the sort of thing Arduino boards were made for.
But you are going to have to do some groundwork of your own so that you can clearly state what you want to do.
You could what you want to do with some float switches, lamps and relays without an Arduino in sight.
Would that work for you?
Your answer will be an insight into what you want to achieve.
The lowest bidder may well be able to complete the project. But perfectly? That's a whole different bag of cats
