The quick answer is no.
The Arduino can NOT be used to provide power to a water pump.
It can be used to control a pump to which power is provided from somewhere else.
For better answers you need to provide cleared information, I found it hard to understand what you were trying to do.
Yes, you can use a relay module (as shown in your post) to control a pump, provided that the relay is rated for the pump DC voltage AND current, and the "Fuelcan" power supply can provide more than starting current.
Post a link to the relay module you intend to use.
