What are you washing it with ?
That washer looks similar to the washer we had in my company. We uses DEIONIZED hot water to wash all boards. The water was recycled over and over through the deionizing system and fresh water from the local water was only added to keep the level up. We did not have that problem.
Further thoughts: In addition, after the washer's drying cycle, we used compressed air to blow all water off the boards. Also blew under all SMT devices on the board. The compressed air can generate static charges, so the air was neutralized electrically at the nozzle.
Hi. Yes we use no clean flux that can be washed off.
