Ways to prototype a automatic pan and tilt system capable of follow light source

I am quite new to aurdino and wondering how could I prototype out a pan and tilt system capable of detecting cellphone in its range? I search alot of web and found out on the cellphone detector. I am wondering what are the ways like dipole antenna and sensor which could be use for such prototype and is Aurdino capable of doing this. Many Thanks. Can anyone enlighten me.

Looks like there are no good ways to detect a cellphone.

Since you are talking about Pan and Tilt did you want to LOCATE the cellphone as well as DETECT it?

Thanks for your advice. The pan and tilt system should be able to detect mobile phone in its range and automatically direct towards the location of person using phones. But what if I just want to track and follow a phone light source with a pan and tilt system build with aurdino. And I found some videos showing pan tilt system capable of tracking light but never found much resources on how about carrying out the task.

I appreciate if someone can guide me through this major project like the things needed and some codes for reference. Many Thanks
