Is it possible to use Arduino as webserver oscilloscope? Say read on one Analog pin and see the waveform on its webserver.

Yes. The refresh rate will be abominable, though.

I suspect you would need to be content with a very low sample rate (number of samples per second) or, perhaps, you could gather 100 or 200 samples quickly while saving them in an array and then send them to the PC.

Can you point me to where to start?
I will either use ESP8266 or CC3200 (Energia).
The ESP or CC3200 will connect to an external ADC via I2C and will act as a web server and will display the waveform and that can viewed by mobile devices.
