... the people who do work on the website don't bother reading the Forum.

I see this posted here often Robin, and I believe it. On the Arduino .cc "contact us" page it says :
For any feedback or reporting an issue with the website please email webmaster (at) arduino.cc
But beware OP, any real admin or developer would completely ignore a complaint in the form of, "It doesn't work ...", when they know it damn well does. On the other hand, if you present evidence that it doesn't work in your situation and document the why and how of it, then you may get a response.

I really don't see why I should have to go elsewhere to report a problem or request an improvment when there is a perfectly good section here called "Website and Forum" with the subtitle "Improvements for the web system, applications to moderator, spam, etc."
The DNS for arduino.cc is hosted with Amazon. Their DNS service is so heavily redundant it's going to be tough trying to claim there's a problem there. The problem is more likely with your local caching DNS server.
The next time you test the domain with nslookup type "server 8.8.8.8" so that the DNS lookup is performed against Google's public DNS caching server and then type the hostname with a dot on the end ("www.arduino.cc.").
