Weight sensor driven iot system

Hello,

I am trying to build some sort of project. However, I have no idea how the whole system works and even which arduino board to use. I would appreciate some help on this topic.

I would basically like a weight sensor (fsr sensor, link at bottom) to send a notification to a phone through wifi when some pressure is applied onto it. If possible, I would like the notification to be delivered even if the phone is not connected to the same wifi network, but still to the internet. So I would like it to deliver the notification if I were out of my home, but was still connected to the internet with my data. If this is not possible through an arduino, then what microcontroller could I use?

I need this system to be low power, so that it could run on some sort of battery (not too big) for at least 4 weeks. Do you have any ideas on which battery I could use as well?
