As you can see in the image below, texts of menu tabs and options are some weird characters.
I have uninstalled IDE, then re-installed via both Microsoft Store and Windows installer. The problem still exists.
Can you please assist me to resolve this issue?

Edit: The problem gets fixed when I run the IDE in Win95 compatibility setting. However, it causes another problem of IDE being blocked from installing packages.
Not heard of win 95 mode being used but have seen XP mode help some people with odd windows installations.
I guess you are on win 8 or 10 with using the app version.
There have been some issues for a small amount of users with that version and the real installer was often the fix.

Yes, I am using Windows 10.
Actually, I have installed Arduino IDE last year during spring semester. I didn't use it for a while, and I am facing that issue right now.
I believe it is related to my system, there were probably some changes occurred on my system in this period that crippled Arduino IDE. However, I don't know what to do to get it fixed.
Adding extra clean up steps.
Start there and when you are done that and ready to re-install make sure you are
- Logged in as ADMINISTRATOR
- Have turned off any additional security / antivirus.
- have also turned of UAC
- Are on a regular internet connection not a corporate, educational, free wi-fi.
CLEAN UP BEFORE INSTALLING ANOTHER COPY OF THE IDE OR ARDUINO CREATE.pdf (347 KB)

I have cleaned up the program as stated in the guide, and re-installed afterwards.
But unfortunately, problem still remains.
