That looks just like the Ethernet cross connects in the data center in a call center building where I worked a few years ago. I was the one who had to figure out and straighten the cross connects with a tone generator and finder. They picked me for the job because I don't inhale...
All the power boards probably ultimately connect to one wall outlet. :o

BT,DT and I didn't have a tone generator, just a lot of patience.
The patch panel (4 x 19" full height racks) I inherited had both telephone AND Ethernet connections and many of the disconnected cables hadn't been removed. It took a while, but once I had it sorted and charted, it was easy to maintain.
