Wether ballon telemetry using arduino and ham radio

Hi everyone,
I'm working on a project of a weather balloon. He will climb up to 20-30km recording temperature data, barometric pressure, light and GPS position on an SD card and then sending them to a ground station (1 time per minute) using ham radio.

Searching a bit I found something about "APRS" and "AX.25." But I do not know how to use it, or what equipment is necessary or how communication would be done with Arduino.

I would like someone with experience in the area guide me because I do not know how to start.

Yes, I will provide the license, I'm already researching how it is done here in my country (Brazil).
From what I've found, it's not hard to get the license.

APRS and AX.25 are topics that will probably be covered, perhaps briefly, as part of getting a license.

Then contact your civil aviation and telecommunications regulatory authorities on regulations regarding unguided/unmanned (particularly balloon) aviation.
