What are fuse bits? How do I change them?

I'm following someone's work on this forum in trying to get a camera set up on my arduino. It says "change the fuse bits to be exacly the same except enable the CLKOUT pin." What does this mean?

The fuse bits control some aspects of how the whole processor works.
You can only get to them with a programmer, if you have a spare Arduino that can act as one.

Very odd, it’s easy to control a camera without touching the fuse bits
