I intend to start a project and I need to be able to do the following.
Wifi capability, bluetooth, ability to make an alarm (sound), ability to turn off alarm through a physical button.
Which board should I buy? Should I just buy the starter kit? Question I ask is because I did not notice any WIFI capability in the Arduino UNO. The Arduino UNO wifi is retired.
Welcome to the forum. You might consider the Node-MCU, which has WiFi built-in and uses Arduino programming. Bluetooth can be added painlessly. If you have a clear project in mind, I don't think you need bother with a starter kit

Any WiFi module (WeMos D1 mini, NodeMCU, etc...) can start up in access point mode.
There you can enter the WiFi credentials, before connecting to an existing WiFi network.
I have used WiFiManager for that.
A $4 WeMos has 4Mb flash. Credentials are already stored there by default.
And you can store whatever else there. Including data and a shipload of webpages.
