What does it mean when a Solenoid reads a high resistance when off?

I got a reading of about 18Mohms, i heard this means a wire is broken.

In addition, if i switch the wires around i get an Overload on the display.

Overrange indicates higher resistance than the meter goes up to - the 18M is
probably the resistance of your fingers.

Yes, its burnt out since most solenoids are in the 10 to 1000 ohm range.
