  1. well, thy post eagle files, so yea... eagle is a PCB and circuit design software, and seems to be the most popular of it's type, and it is free.
  2. atmel. it is in the name, ATMEL ATmega328.
  3. ...the processor kind of IS the IC. the rest is voltage regulators and USB-COM things (also an atmel if you are talking about the UNO)
