What is the role of this Zener diode in a LED string? (Old traffic light restoration)

If your restoration allows significant changes in the circuit. You should look at led constant current drivers powered from the mains.
I'm not sure if it would be best to get three CC drivers or one and switch the LED strings with a mosFet.
