No, you cannot detect vehicles with it.

It is what is used in car seats to know if someone is seated so the cars system can check if they have their seatbelt on.

What vehicles? What surface?

I think the board can have many uses. For example it could be connected to a light dependant resistor or a thermistor or a soil moisture sensor. The "amplification" control can be adjusted so that the analog output varies between 0 and Vcc for a suitable range of conditions. The "comparison" control can be adjusted to control when the digital output changes from high to low.

The chip is a dual operational amplifier (op-amp). One op-amp amplifies the signal from the sensor for the analog output. The other op-amp is used as a comparator to control the digital output.
