I have a charger of 5, 8.4, and 9v. What voltages can I use for 18650 2s bms?

Can you rephrase your question? I am unsure what your question is. Leave out the BMS; it is confusing you.

Here are some possible answers that might tell you why you need to be more precise.
In order to 'charge' a 2S LiPo, which is 7.4V nominal, charge voltage is between 8.2 and 8.6VDC depending on chemistry. The 'standard' is 4.2V per cell +- 50mV.
For the 5V charger put a boost converter between the 5V supply and the charger to boost the voltage to the same as above. This may not work if the charger is low current.
For the 8.4VDC charger it would appear to be a perfect match.
For the 9V, you need a buck converter to drop the voltage to between 8.2 and 8.6VDC.

IF the 2 18650s are LiFePO4 chemistry, then the nominal voltage is 3.2V and charge at 3.50 to 3.65.
