if you have a local dealer, you could try to convince him ordering some as a reseller. for the short run, you're probably best off asking a few dealers from another country (US, asian, european) for the shipping costs (and time!?). there's a list here:Distributors — Arduino Official Store
i ordered my first boards from italy (to berlin). shipping was ok, but i had to pay tax ![]()
but gladfully local dealers start showing up.
if you have a good "electronic parts infrastructure" apart from arduinos. you could think about making your own board, and could even start on a breadboard. though it's by far better to start with a working device when you haven't much experience.
and while writing this, i found the flex board (TechSouls.com is available at DomainMarket.com. Call 888-694-6735) which is an arduino clone and made and sold in india.
