Where to get make.exe for arduino IDE 1.6.5 r5

I was surprised to find no make.exe in 1.6.5 r5. I thought I was doing something wrong. I found a copy of 1.0.5 r2 and there is a utils folder in avr that has all the utilies. 1.6.5 r5 has very few folders in avr. Are they saving bandwidth for us/themselves?

I checked the version of the avr gcc included in 1.6.5 r5. It is 4.8.1

So do I just find winavr 4.8.1 and extract a utils folder in avr? Thanks.

Problem solved. The latest Arduino IDE that still contains make utility is 1.0.6. Just use this version. Details of building a bootloader are posted here:
