Which board to select for keyboard and mouse, plus 3-off quadrature encoders?

i'm very, very new to this and want to get some hardware to start playing and learning. The first project I need to do will:

  • take in 3-off quadrature encoders (so need to take in A & B channels for each encoder, don't need the Z).
  • Have a at least 6-off dig inputs
  • Have at least 6-off dig outputs
  • Take in a USB keyboard and mouse and communcate this back to the PC.
  • Would like to connect to the PC and a PLC using EtherNET / Modbus TCU and not USB.
    Essentially I will have a remote operator interface that I woudl like to connect with just a CAT6 cable to the Arduino and this would handle the comms and power. I don't want to run a USB cable back as well and so the keyboard and mouse would need to be tranmitted to the PC via EtherNET or Modbus.

The 3-off encoder channels will be transmitted to a PLC via Modbus.

Can anyone advise the best, most economic board and shield setup to start from for this project please that would satisfy the above requirements? I had thought possibly a Portenta C33 might be suitbale with the Mid-Carrier?
