Which lead to solder where on my 9v DC plug

I have a 9v battery pack and I need to solder the two leads to the plug and I don't know which part of the plug I should solder the red (+) lead to or the black lead as well.

When I look at the plug there is a short metal tab that appears to be connected to the inner metal part of the plug and a longer metal tab that is connected to the outer metal barrel.

Which lead goes where or does it matter?

The red (positive lead) from the battery normally goes to the center of the plug (center positive) - some devices are different but most things are center positive (including the arduino).

Thanks for the help and clear explanation. It's time to solder.
