I wanna make project that connect arduino with Android App
Jast takes data "attendence" from arduino to Android Appvia wifi

whitch program that i have to use to write coding of application , is it same to any app than connect it with arduino although i didn't know how to connect it but i wannt start first step

You want something like an Arduino but with wifi built in.
Take a look at the WeMos mini Pro. It has built-in wifi and Bluetooth and can be programmed using Arduino IDE.
