I have a problem I would like help with, but, for me, the buttons "New Topic", "Mark Read", "No Alerts or Emails" are missing in the "Installation & Troubleshooting" forum header.

It sounds like a similar problem to these:
Please check whether you are shown as signed in when you open the page for the "Installation & Troubleshooting" forum board. If you are signed in, you'll see your avatar at the top right corner of the web page. If you are not signed in, it will say "SIGN IN". The forum's sign in system is a bit goofy this way. Sometimes it forgets you are signed in, but if you just click that "SIGN IN" button then it remembers, so at least you don't need to make the effort to put in your login and password again.

All have the same underlying problem. And it seems to get more frequent. I never had too many issues, occasional login and refresh. But today is a bad day by the looks of it.
Really bad here - on my phone, things are OK, but my laptop (Firefox / Ubuntu 20.04 LTS, X61S 4GB) on the same WiFi network, I can't login at all.
I can go to Arduino.cc, sign in, and then carry on to the forum, but couldn't from the forum itself.
Edit: Except now I've opened a forum section, and I'm kicked out again, on the laptop .
Open an individual topic, and I'm back in.
Edit to edit: Summary: I seem to only be logged-in when I'm looking at an individual topic, but not a forum section.
Also, when I'm looking at a forum section, the "most recent" topic information is incorrect, it may be an older topic.
Grrrrr.
Pushed upstairs for what it is worth.
Also suggest opening a github issue.
Cannot guarantee any traction but worth a shot.
Also you could use the official report form.
