Has your question got anything to do with the Arduino ?

Is bdf2u8g in the Documents folder? Normally it would be in the u8glib-master/tools/font/bdf2u8g subfolder. You will need to download the U8glib library from github if you have not done that already, the version from the library manager does not include all the tools.

I'm not sure it it will work from a powershell window, normally you would use a command prompt.
