I installed the right drivers for the arduino on my windows 8.1 computer and uploaded the simple blink sketch and I get an error message that says" avrdude: stk500_getsync(): not in sync: resp=0x00" What does this mean. I have uploaded sketches before using this same computer using windows 8.1. I tried burning the boot loader again using my USBTiny ISP, it still doesn't work. I was using the right COMP Port, if that matters, and I can't get it working with my Attiny85 either, using my usbtiny ISP. Any advice? Thanks.
NEVER MIND, I had either an old or dead ATMEGA328P/ Oops.
NO, it still gives me the same error message when I upload when the arduino only, but when I use the USBTNY isp, it works. What the hell?

Bad cable perhaps? Had that happen to me this weekend. What looked like a fairly new cable returned the same. Replaced with another and the problem went away.
The faulty cable had a thin diameter, the working one is thicker and much sturdier.
Are you changing the board type to match the bootloader of the chip/board you are using?
