Why is the light labelled 'L' on my "Arduino UNO" Board blinking constantly?

Hi,
I am a beginner and am using an "Arduino UNO" board. As I connect it to my PC, the yellow light on the board constantly blinks. My first lesson of the blinking LED is also not working. Is there a problem with my board or my language? It is showing a bug, "avrdude: stk500_getsync(): not in sync: resp=0x00"
How do I get past it?

It would be of great help.

you might connected the arduino to wrong com port.

click on "Tools" button of your IDE and then select correct com port from "Serial Port'.

to verify that you had connected to right Serial port go to Device Manager and check the "Ports" section
