Will the Arduino Beginners Kit be enough to make my mask?

Hey all. I'm making a gas mask for my Halloween costume that I want to have a total of 16 pulsing LEDs (8 of white and 8 of red). What I have made so far is in the image I've posted a link to below:

I want the 8 Red LEDs to glow while the 8 White LEDs to dim and vice versa basically in a breathe of time continuously. I'm fairly new to all of this and wanted to first ask if the 'Getting Started with Arduino' kit will have everything I need to accomplish this. Here's the link to the kit but I'll also post the contents of said kit below:

I figured I could wire all of the 16 LEDs to the bread board which will run along the sides of the mask/my head and have it and a battery be bundled up back there. A switch would be put somewhere so I can put it on but just getting the mask done is fine by me. If the kit doesn't have everything, what else do I need to get? Any directions to tutorials that may help me accomplish this? Thanks.

not sure of your LED count. (8 of white and 8 of red).

no white ?
only 3 red ?

if you have two circuits, your UNO will be great. only need two pins.
make sure they are on the pwm out pins
