Have you tested on breadboard. Text is cheap on schematics and can be sprinkled around to assist understanding
I think you are missing the prototype step in your project. Also, perhaps, the breadboard step.
This is the Arduino forum. Where is the Arduino in that circuit?
Can you please redraw your circuit in a standard way? Vcc on top, Gnd at bottom, signal flow from left to right. The same for the chips, ignore pin position.

Learn from the mistakes of others to save money. Breadboard component in chunks and get them working. Likewise do coding in chunks and get each chunk working. Think about encapsulation to reduce the effort of combining. Change things on the breadboard and update schematics. Then prototype with perfboard etc and see if everything works together. Skipping steps leads to lots of useless bits of plastic flying from china. I have experience 
There are many problems with that schematic. A circuit built following it cannot possibly work as intended, even if the intent is not clear.
