windows 10 - Board at com 3 not available

My Arduino's serial monitor was working when I had windows 7. But after I updated to windows 10 Arduino's serial monitor won't open. I get the error Board at com 3 not available. I was wondering if any body knows why this happens.

The COM port probably changed. Look in tools > Port and see what shows up. Or, just use Device Manager and see what it is.

please share screen shot for device manager & arduino IDE. Then only we can tell what exact problem is,
