Windows cannot access the specified device, path, or files

I cannot run my Arduino IDE from a desk top short cut.
When I try I get the error, "Windows cannot access the specified device, path, or file. You may not have the approprate permissions to access the item."

History: I have two problems with my Arduino IDE install.

The oldest problem is that the short cut the installer put on the desk top did not allow me to Open File Location. This was a problem every time I wanted to examine libraries.
It is installed at:
"C:\Program Files\WindowsApps\ArduinoLLC.ArduinoIDE_1.8.57.0_x86__mdqgnx93n4wtt\arduino.exe"

Eventually I found I could make a new short cut of the Arduino.exe file and place it on my desk top. Then I could "Open File Location". So I deleted the short cuts from my desk top that did not allow me to "Open File Location".
Some time later I discovered that when I try to open and run the IDE from my new short cut I get the error message.

Something is wrong and I cannot understand it enough to google it for further understanding. Lots of clues telling me something is wrong (I know something is wrong, it won't work) But nothing telling me where to read about how it should work and how to fix it.

By accident I found I can click on a .ino file and the IDE opens and runs. It is the short cut that will not run.

I suggest that you uninstall the Windows Store version and install the normal version; it gives you a lot more freedom.

I do not understand "Windows Store version "

I have never interacted with a "Windows Store".

"normal version" is vague. My install is from the Arduino web site down load. How could I get more normal?

That is the link I used.

I have 1.8.19. installed.

I have downloaded the link again and started the install.
The install finished.
New short cut icon on the desk top.
It opens the Arduino IDE.
The old short cut still not working so I deleted it.

Hurray.

Yes by reinstalling. See my notes just above. It was very anti climatic. It just worked.
