The objective is to put an "indicator box" per room that displays if there is a person inside the room or not. It also displays the status of the other room via wireless communication.

OFF - No one is inside the room

What is the actual construction? Concrete floors may be poured on top of solid steel, or may be some other construction. Does the building and floors have commercial power? The power wiring can be used to conduct RF. Does the building have fire sprinklers? I ask that because the floors will have space around the piping that will allow wiring.

The one who manages the switch is from where the switch is.
Ex. Person living in A can only manage switch A, Person living in B can only manage switch B, etc etc.
I was thinking of a 433mHz module as it had a good range/penetration than a 2.4GHz. But i don't know how to start as i browsed. I only saw a 433mHz working between two arduinos, but not on this scale so far.
