Wireless hour meter for diesel engine

Hi I am looking to make a wireless hour meter from my diesel generators, I am from an electrical back ground so i have some knowledge of circuits but no experience with Arduino.

Budget: $1000 USD for coding only
My location: Melbourne Australia
Additional requirements: someone that i can teams chat / zoom etc to discuss any issues etc.

Context:

I have multiple diesel generators that i need to service at prescribed intervals, I have no way of monitoring usage when they are out on hire with my current hardware. i would like to solve this by using Arduino hardware to make a hour meter that alerts total hours run via email.

Scope

I would like a the Arduino to record how long the engine is running for by monitoring 12V DC to an input, when input high = engine running = clock running

10 second resolution is all that is required for time keeping. Each time the engine runs it is added to the previous time. Engine time would be saved in a eprom or similar so that when the power is removed from Arduino logger the historical run time is not lost. Then the combined running time of machine an emailed via local onboard SIM with data plan.

I would like the ability to be able to connect to device myself and assign the Timer ID

The email would be sent to a prescribed email address.

In the subject line Timer ID : runtime hours
eg Subject: 80kVA #1 : 230 Hrs

I would then have the ability to reset the counter by either email command or pushing a button on the Arduino hardware.

I would also require a Arduino hardware list so i can by components assemble and test.

May I suggest you also include a way to tamper-proof your design. Would be easy to just disconnect your 12 volt sense line.
