Yes, I think it would.
Its not a "buzzer" - a buzzer takes DC power and contains an oscillator to drive the transducer. This is just the bare transducer - you drive it with a square/rectangular wave. Since its piezo DC offset doesn't matter so you can connect it to a PWM pin and ground and then analogWrite (pin, 128)
- should be able to hear something. It is loudest at resonance (4kHz) and PWM pins are either 500Hz or 1kHz by default (roughly).
For safety I'd add a 220 ohm resistor in series just in case to limit the current.
