XBee S1 Configuration using XBee Shield on Arduino Uno

Hey guys, I m new on Arduino Xbee stuff. I have 2 XBee's and Shields (SparkFun). I am unable to configure the XBee module's PAN ID, MY Address and other parameters using XBee on Shield. I dont have Explorer or USB to XBEE to connect it to PC. I tried to remove the ATMega IC from the arduino board and configure it, but the XCTU is showing the same message "can not find the device". I am stuck. Can anyone please help. Is there is any way to configure XBEE S1 using Shield or I have to buy the Explorer (which will cost me more and destroy my budget for the project).

You tried to remove it, and failed? Or you successfully removed the ATMega chip?

but the XCTU is showing the same message "can not find the device".

So, there is something about the shield configuration that is wrong.
