XBee Shields on Uno - Zigbee radios stop Program

Hello.
Some very weird stuff. I have half a dozen XBee radios, configured with Zigbee protocol on XBee shields mounted on Arduino Uno's. The Uno's are all running EXACTLY the same program. One of the systems works with all shields, the others never begin program execution, but just sit there rapidly blinking the D13 LED (3 quick blinks, repeating). I take the shields off, and all the boards execute normally.

Any ideas? :-?

The 3 quick blinks is the boot sequence(I think). So it seems to be continually trying to boot.
